AWS layer deployment: No file matches include / exclude patterns

I get this error attempting to employ a layer on its own. Take this GeoIP Lambda Layer, for example. I cloned the repo and deployed w/ sls deploy as instructed and got the following error. This has happened with another layer package as well.
